The lesson aims at

  • developing common solution regarding identification of foreign fighters(FF),
  • creating an intelligence picture of foreign fighter based on travelling routes to/from conflict zones
  • Identifying risks at borders and gaps in exercising operational measures in order to prevent movements of FF
  • Improving cooperation between judicial and law enforcement authorities and agencies in cross-border CT cases.

The lesson focuses on investigative techniques and evidentiary challenges in terrorism cases with the particular focus on the use of intelligence as evidence, digital evidence, and its admissibility in criminal proceedings; analyze possibilities how to tackle internet use for fighters’ recruitment purposes, as well as search, collect and preserve electronic evidence related to radicalisation and recruitment of fighters; share experience on common understanding and application of SIS for CT purposes, in particular, the use of Article 36 of the SIS II Decision in detecting and addressing suspicious travel (especially the use “immediate reporting “action and the type of offence).
